Why are the Sacramento Kings so bad?

They have been terrible for the past few seasons, but they have good young talent in Tyreke Evans and DeMarcous Cousins. And they have Samuel Dalembert, who seems to be on the radar of every contending team in need of a big man. They also have a young Omri Casspi, who isn't bad. I don't understand how they can be this bad with the talent that they have.
